Which tier 7 staff should you choose?

The Master's Staff offers a straightforward combination of rune damage and durability, Toktz-Mej-Tal trades durability for increased critical chance, and Pharaoh's Sceptre adds a combat summon. Your choice matters because crafting a native tier 7 weapon does not automatically give you higher rune damage than upgrading an earlier staff.

In RuneScape: Dragonwilds, tier 7 refers to power level 7. Separate weapons crafted at that level from lower-level weapons brought there through ascension. Both belong in a damage comparison, but their unlock requirements and material costs differ.

The Dragonwilds Wiki lists these three native power-level-7 options:

StaffRune damage multiplierDurabilityMain distinction
Master's Staff8.41,300Two-handed staff with no special effect listed
Toktz-Mej-Tal8.3 in its combat-stat panel1,000Increased critical chance with reduced durability
Pharaoh's Sceptre8.31,300Free Confuse casts and a friendly kalphite summon

All three weigh 15 and have an attack combo value of four. Toktz-Mej-Tal's damage needs qualification: its wiki page also uses 8.4 in the comparison text, conflicting with its stat panel.

For a simple equipment decision, the Master's Staff has 300 more durability than Toktz-Mej-Tal. Pharaoh's Sceptre offers the same durability with additional utility, although its summon reduces stamina regeneration. Players prioritizing the largest rune multiplier should also compare an ascended Necromancer's Staff before committing upgrade materials.

Unlocks and crafting materials

All three native tier 7 staves are crafted at a Mystic Forge. Their recipes follow different unlock routes, so identify the weapon you can unlock before collecting its full ingredient list.

  • Master's Staff: The Dragonwilds Wiki identifies the Ornate Golden Scarab as its recipe unlock. Its crafting entry does not establish a drop location or acquisition route for that item.
  • Toktz-Mej-Tal: Study the Elongated Obsidian Construct vestige. The wiki lists KotHaar-Hur and KotHaar-Xil in Umbral Sands as enemies that can drop it, with a listed chance of 2/100, or 2%.
  • Pharaoh's Sceptre: Complete Contact! to learn its recipe. Finishing the quest unlocks crafting; you still need the required materials.

A 2% vestige drop chance does not guarantee an unlock after 50 kills. Treat Toktz-Mej-Tal as a drop-dependent project when planning your progression.

The individual Dragonwilds Wiki crafting entries give the following combined shopping list. A dash means that material is not required for that weapon.

MaterialMaster's StaffToktz-Mej-TalPharaoh's Sceptre
Dragonstone444
Refined Obsidian622—
Gypsum Wax4—4
Yew Logs16——
Infinity Cloth4——
Gold Bar——10
Scorch Leather——10
Shimmerscale Powder——32

Each recipe produces one staff and lists 60 Artisan experience. That figure is an experience reward, not evidence of an Artisan level-60 requirement.

Dragonstone is the shared expense: every option requires four. Toktz-Mej-Tal has the shortest ingredient list, but its 22 Refined Obsidian requirement is substantially higher than the Master's Staff's six. A shorter recipe therefore does not establish which weapon will be quickest for you to craft; your unlocked recipe and existing stockpile matter.

Damage comparisons and ascension

For raw rune damage at power level 7, public comparisons favor the Necromancer's Staff, followed by the Staff of Light. Their exact reported multipliers differ, however, so the ranking is more consistent than the numerical values.

Staff ascended to power level 7Dragonwilds Wiki comparisonYouTube upgrade comparison
Necromancer's Staff8.88.9
Staff of Light8.78.8

The wiki figures come from its Toktz-Mej-Tal comparison. The higher figures appear in a video comparing weapons upgraded to tier 7. Both place the Necromancer's Staff slightly ahead of the Staff of Light for rune multiplier.

These are multipliers, not guaranteed amounts of health removed per hit. A difference of 0.4 between displayed values should not be described as exactly 0.4 additional damage against every enemy. Likewise, a larger multiplier alone does not measure the value of a summon or another utility effect.

Toktz-Mej-Tal's critical bonus adds another uncertainty. The Dragonwilds Wiki confirms an increased critical chance but does not establish its exact size. Its suggested 15% is an analogy with other weapons, not a confirmed value for this staff. Without a verified bonus, an exact average-damage advantage cannot be established from these comparisons.

Ascension also changes the planning horizon. The YouTube comparison describes tier 7 as the upgrade ceiling, while the wiki documents power-level-8 upgrades for Toktz-Mej-Tal and Pharaoh's Sceptre. Those descriptions conflict; the tier-7 ceiling should not be applied to these two weapons without checking their available forge upgrades.

WeaponListed power-level-8 multiplierCore required to advance from level 7
Toktz-Mej-Tal9.81 Ascension Core (Power Level 8)
Pharaoh's Sceptre9.81 Ascension Core (Power Level 8)

Both wiki pages also list a power-level-9 multiplier of 11.3, but explicitly mark the means of creating that version as unavailable. Treat that value as a listed future upgrade rather than an obtainable crafting target. The documented power-level-8 upgrade takes place at the Mystic Forge.

Using your staff in combat

For ordinary staff attacks, rune selection affects how you handle enemies. The BisectHosting staff guide describes two rune options and explains that both light and heavy attacks consume the selected runes.

  • Air Runes: Favor individual targets, with higher single-target damage and knockback to create space.
  • Fire Runes: Trade lower impact damage for a wider affected area and damage over time that can stack.
  • Switching elements: Right-click the rune type in your inventory. Carrying both gives you options when enemy numbers or positioning change.

Durability is a separate consideration from damage. Toktz-Mej-Tal starts with 1,000, compared with 1,300 on the other two native tier 7 choices. Its wiki entry notes that Magical Mending helps manage wear, while longer encounters such as the Fight Caves make the smaller durability reserve more relevant.

Pharaoh's Sceptre requires additional planning around three named abilities, described on its Dragonwilds Wiki page:

  • Royal Mandate lets you cast Confuse without spending runes while wielding the sceptre.
  • Sworn Servant summons Buddy, a friendly kalphite that attacks enemies and draws their attention.
  • Hollow Vessel slows your stamina regeneration while the summon is active.

The wiki describes Buddy as lasting up to three minutes, provided it survives, and lists a five-minute resummoning wait. Re-summoning an already active Buddy preserves its remaining health, so that action does not provide a fresh, fully healed companion.

The stamina cost can outweigh the distraction if you need frequent evasive movement. The wiki describes regeneration as 90% slower while Buddy is active. Its entry also reports spawning problems in online worlds. Separately, players on Reddit report cases where the stamina penalty persists after the summon disappears. These are reported problems, not guaranteed behavior in every session.

Royal Mandate only makes Confuse free. Continue budgeting runes for your ordinary staff attacks.

FAQ

Which runescape dragonwilds tier 7 staff has the highest damage?

The Necromancer's Staff ascended to power level 7 has the highest reported rune multiplier among the compared options: 8.8 in the Dragonwilds Wiki discussion or 8.9 in the YouTube comparison. That establishes a raw multiplier advantage, rather than proving it is best for every encounter.

Is the Master's Staff a good first native tier 7 craft?

It is a reasonable choice when you have its recipe and want 1,300 durability without managing a summon. Its listed multiplier is 8.4. Compare your available materials with the other recipes first, especially because all three native options require four Dragonstone.

Is Toktz-Mej-Tal's critical chance definitely 15%?

No. Its increased critical chance is documented, but the exact percentage has not been officially confirmed. The wiki presents 15% as a possibility based on similar weapons. Avoid spending materials on the assumption that this estimate guarantees better average damage than an ascended Necromancer's Staff.

Can Buddy stay active after switching staves?

Players in the linked Reddit discussion report that Buddy remains after switching weapons, allowing them to summon with Pharaoh's Sceptre and then attack with another staff. That is a community-reported interaction. Switching weapons should not be assumed to remove Hollow Vessel or resolve the reported stamina-regeneration problem.
